Looks like the prim-and-proper Head Prefect archetype. Or Authoritarian Student Council President (ala Kiryuuin Satsuki), which often overlaps with the former.

She's both the head of the Disciplinary Committee and the school's biggest rule breaker. She's constantly punishing herself for violating the rules.
