I agree with everything except Clownpiece. There's already another character in fanon that intentionally goes out of their way to terrorize a war vet through a combination of harmless but exceedingly annoying pranks to intentionally trying to cause grievous bodily harm for the sake of the funny that almost always ends in the war vet preparing to snap their neck like a twig using only their god grip enhanced by fury Junko would shudder at.

Reisen isn't a "war vet" she never even saw combat (I don't think anybody did in fact), she fled before anything happened. Tewi has never caused "grievous bodily harm" that I can recall (except for maybe "Inaba of the Moon and Inaba of the Earth", but that's widely considered noncanon). Reisen has never expressed anything even nearing the fury you describe. Tewi is a minor nuisance to her at worst.
