You make it sound like she has the say in the composition an unofficial group and it's her decision to gatekeep other members based on her likes. Even if she did say "no" on stream [citation needed], I find it unlikely that the reason you claim is the real one.

Other fans also noted that she hasn't used her default outfit since she got her ID kimono in Feb. The kimono design doesnt invite any penguin jokes, for one.
Well based on Kiara's latest stream it seems that Nerissa isn't joining Holotori either. Kiara basically said that she and management both agree that there will be no new members added and that at best Nerissa is only going to be a temp member or an "intern"
