Yes, but the Germans were not the first to use gas. The French were. Nor did the Germans start the conflict.

Pretty sure shotguns were considered a war crime by law back then, and not poison gas.

No, they were not.

The Germans tried to say they were by claiming they caused "unnecessary suffering" (Article 23 of the Hague Conventions vaguely bans weapons and ammo that cause "unnecessary suffering"*.) But this was a laughable claim considering they were the ones who first used sawtooth bayonets, flamethrowers and lethal poison gas, as rightly pointed out by the American government then. Heck the same Article 23 even bans poison!

(The exact term used is maux superflus, literally "superfluous evil". This was interpreted as "unnecessary suffering" back then and "superfluous injury" these days.)
