Not painful if you're doing it right, but gonna left you with even worse irritation than when you shave it.
The advantages for plucking your armpit hairs is they will grow back slower (since unlike other body hair, armpit and pubes almost never 'shed') and won't 'darken' your skin from razor burn.

Sometimes you’ve gotta do spot maintenance. Pluck a stray hair your razor missed, address the skin too sensitive for razors, maybe yank that weird ‘extra thick, dark, and ugly’ hair that’s always gotta grow back 5x faster than the rest.. Plus you’ve got all the seriously unsexy stuff, like ingrown hairs from super-close shaves. Tweezers help a lot.

Hairless armpits (and legs, and groin, and arms, and etc etc etc) can take some serious work.

Also ingrown hairs need to be plucked, you can't really shave em.
