To be honest, knowing that, my money will be in "Yes they can". But as I said, it's something Manjuu will never officially say and isn't something important in the game's story. Even in-Story the commander is focused in the missions and keeping everyone safe (Based on his dialogues. I mean even if it's technically a self insert the commander has his own personality in-story). So, this isn't really something important.
But I am not going to deny that I would love to see Enterprise and New Jersey Happy with their own families
