Visible decapitation and blood? Should the rating be increased into Q?

This is definitely too tame to be tagged guro, and "questionable" is for "graphic or disturbing violence", which this obvious parody of some sort of movie poster is not. This is a character for whom decapitation is a mere inconvenience, like Ms. Fortune (ex: post #1211955).
