In this case, it appears that they chose to target this particular painting because they knew it was protected by a sheet of glass and didn't want the negative publicity from causing permanent damage. Most museum paintings aren't glazed, but the works of high-profile artists tend to get extra protection because they're a common target of political activists and run-of-the-mill lunatics.
