Honestly if Z23 had been an available starter on JP where I play I would have chosen her just for the fact she can mount CL guns in addition to having decent all round stats like Laffey.

Z23 is more firepower and HP oriented. Her torpedo status is the lowest among the starters. Also, equipping CL guns on her is bad because CL guns have low fire rate. Better equip her with golden DD gun you can obtain from Eagle Union boxes.
If you want a vanguard full of starters, I suggest Laffey, Ayanami, and Z23 all retrofitted with their special barrages fully upgraded. Javelin is better with HMS Queen Elizabeth full fleet.

Most people would choose either Ayanami or Laffey as their starter due to how bad firepower-based DD gun damage scales in Azur Lane: you are expected to play elemental rock-paper-scissors with different bullet types (normal, AP and explosive) against three types of armor (light, medium, heavy) with no way to change them mid-fight except by equipping more than one type of guns, if the equipment slot allows to. This translates to firepower-based ship deals a lot less dps if you compared them to one torp strike, which not only can strike multiple times on one target (if using the Glowworm headbutt zero point launch method or magnetic torp) or clear the entire screen, but noes not have damage penalty when attacking medium or heavy-class armor.

Gun type things generally have superior DPS and in terms of DD guns, it's usually HE as DD AP isn't that notable (not super great against heavier armor types while rather meh against light, which is the most common in PvE). Laffey and Z23 at their full potiental can demonstrate it in different way; Laffey through absurd reload an Z23 through sheer damage (her FP stat is huge for a DD).
Sure Ayanami is one of the queens of burst, but in her down time she won't be doing alot.
Z23 is ignored because most fanartists play JP which makes her unlock able.
