Ui came to school looking like Yui so she could stand in for her in the band. The others were convinced it was Yui at first, but then eventually found out it was Ui, since her personality is WAY different from Yui's.
It wasn't his failure, d00d. If you were trying to say anything other than "they are twins, see what happens in this ep as proof" then you failed to communicate it well enough.
In the Christmas episode Ui and Yui were shown as little kids, at an age were difference should be more obvious. I makes a lot of sense that Ui was probably got sick when she was younger, and had to repeat a grade.
