This is the more likely reason. The devs have to get approval from the ministry of culture before implementing the art, so they need to keep it as safe as possible.

I don't doubt that to be the case, but it does highlight how backwards China's censorship is. Cleavage is absolutely unacceptable, but this is okay? The crotch zipper's fine? The only thing needed to make this acceptable is a white bikini under the leotard? Which, by appearance could potentially be crotchless.
