too bad blind girl can't bring her dog to school, her fosters would never bother the effort or money to get her a support animal licence.

Maybe the dog straightened her out, but she learned the lesson the wrong way. Now she legitimately wants to be friends with blind girl, but because of how screwed up she is she doesn't know the right way.

I think it's slowly been revealed that Blond Girl is basically just full on yandere at this point. I don't think the dog messed with her head, but rather she's always been messed in the head and now that we've started getting more of her perspective it's become more obvious.
