Well Melina relegate the leveling option to the Grace for most of the game she only levels you up like 4 times

Emma and the Firekeeper of Dark Souls 1 does not make you level up at all you know ?
These characters are just cool symbols of their games.

Melina can level you anytime you speak to her, which there are dozens of chances to do.

Rather than argue about anyone else, we should be asking what Anastacia of astora is doing here. All the other heroines, even Emma to a certain degree, are the game's sole "firekeeper" (if we consider a "firekeeper" in this case to be the game's way of leveling up or upgrading health charges, as well as disregard Irina from 3 since her "firekeeper" status is quest based), while Anastacia is one of 3 in her game and isn't even the most interesting one. On top of this, all the other heroines are significant from a story standpoint, while Ana is only connected to a small sidequest that has more to do with Lautrec than her.

In short, shoulda put Priscilla instead, as at the very least, she was originally intended to be the game's "firekeeper".

Sure, but the artist said "level-up waifu gang" and the only thing Anastacia does is upgrade your flasks, and she's not even the only one in her game that can do that. You also can't even speak with her until after "rescuing" her from Lautrec, and that same quest renders her inaccessible for a third of the game, or forever if you consume her soul.

As far as fan favorite firekeepers go, I'd rank Quelaag's sister higher.

As I said before, we know for a fact that Anastacia is not a "firekeeper" heroine in the traditional sense because Priscilla was supposed to be that heroine. Priscilla was changed from a heroine to a boss, so that meant the role of "firekeeper" had to be filled, but because FromSoftware were already deep into development, they couldn't make a heroine with the depth of the Maiden in Black, so they just relegated the role to 3 minor npcs: Anastacia, the Darkmoon Knightess, and the Fair Lady.
