How did a pair of ratfucks like this ever get entrusted with a child by the State?
Because the state generally has a dearth of "qualified" homes to send children to, so if someone gains "qualification", they can tend to keep getting foster children to raise for-profit if they keep "expenses" related to raising the children low. Naturally, being gay and/or wanting to adopt the children is disqualifying, because only trailer trash bigot "christians" are qualified, since systems like these are designed like a sadistic joke.
