I'll bet the text is integral to understanding the image. Like some "ceci n'est pas une pipe"-action going on here.
Kinda yeah. The sign with the big STOP on it says "don't put soul gems in the machines" (I guess to wash/clean the taintedness from them), and the wordy sign above it is basically explaining the whole magical girls and wishes and soul gems mechanics.
