I thought Daiyousei said "Cirno-chan how high are you?" which makes Cirno's response even funnier.

The funny thing about this is that there siblings and cirno is the younger/dumb sister so im pretty sure she wouldn't know what smoking is XD

Canon hasn't established whether or not they're friends afaik. They're seen together in two print works, SaBND and VFiS, which ZUN wrote. There's no explanation for why she attacked Cirno in Fairy Wars, since she has no dialogue, but they're fairies so it could just be something stupid.

Even the wiki stated it too; heckle it is left to fan guess how "close" the relationship between Cirno and Dai. Their relationship as Friends is the best guess anyone can do anyway this years.
