Unfortunately, as far as I'm aware this older Kroos is just an NPC. Purgatory does open the door for the rest of the 3☆ ops to eventually get alt forms, but unless Hypergryph has issued a statement on it all we can do is wait and see.

I'd be interested in seeing some love go to some of the 2 stars as well. Yato and Noir Corne have, lorewise, been serving with Rhodes Island for many many years, and yet are just instantly thrown away in terms of gameplay viability. And Durin is just cute.

In the event story, Kroos meets with Beagle in her Bloodline of Combat look, so it's not impossible that this Kroos will be playable in some capacity.
