Having read the light novel, but not watched the anime, I can say this is clearly based on the scene in the novel, and I'd expect that the anime version cut off sooner. That said, the line "I want to have your kittens, meow~" wasn't in there, it was (looking it up...) "Rudeus, become my family." Followed by "Rudeus, I want to be your little kitty. Mew~" when he didn't pounce immediately.

I'm pretty sure it was a mistranslation. It should be I want your "coneko" (little cat=kitten(s)) instead of "I want to be your little kitten", I think I'll trust the Japanese speaking anime writers at Studio Bind over the literally whos seven seas hires for a pittance.
