So I see three possible scenarios : 1. Intern-chan is taking Sempai aside to tell him that Douki-chan is after and that he should make a move already 2. Intern-chan is a mastermind that pitted Douki-chan and Rival-chan against each other to keep Sempai all for herself 3. The "Onii-an" is litteral and Intern-chan is actually Sempai' sister

I am going for the first one, as the MC has been shown to be interested in Douki, so it would not make much sense for him to seriously out of nowhere start dating her, while the 3rd one is not posible as it was shown that they didnt knew each other.

4. She's the cloudcuckoolander from an ambiguous but "backwards" nationality that has no concept of personal space and just hugs people even when she isn't romantically involved with them and has no idea why people act like it's a big deal.

After researching her behaviors (i.e. little personal space, looks foreign, affectionate to those she just met) I have come to the conclusion that she is from Argentina. There is a large Japanese population there as well.
