There's the Sunday Silence theory (appearance, color scheme, presence of the word "oak/kashi" in her name, her position as Akikawa/Northern Taste's pseudo-succesor). Though she has human ears and no uma ones.

Cafe's "friend" is also Sunday Silence. Wouldn't be the first time multiple characters are based on the same horse though. (Or RL human, like for anime commentator Take Yutaka and genderbent Yutaka.)

I'd say she's a human through and through canonically. Just so happens that some of her design is based off Sunday Silence.

(My personal headcanon is that Sunday Silence's spirit got split into two when he was 'reincarnated', which is why Riko absolutely sucks as sports. Most of the horsiness/athleticness got separated into a disembodied spirit haunting Cafe.)
