The short-haired girl is another Elaina from a timeline where she among other misfortunes never recovered her hair from the Serial Slasher.
In the last chapter of Vol. 3 Elaina visits a town that can grant wishes. Her wish was to meet other Elainas, of which this bitter and resentful version is but one.
