Not really. Notice how there's that link to the uncensored version on Patreon? Artists that aren't trying to sell the uncensored version of their work can get away with much fewer and small censor bars.

Pixiv is a Japanese site and it abides by Japanese laws, and a such R-18 illustrations posted on the site must be censored.

We all know that already. And none of it contradicts anything NWSiaCB said. Pixiv's TOS (the English version, at least) grants a lot of leeway to artists when it comes to how censor bars are applied, and it certainly doesn't require censorship to this degree. Otherwise there would be a lot less stuff like post #734421 on the site.
