That's called the moiré effect (see: moire). It's a common sampling side effect of digital photography where repeated patterns of lines or grids of the photographed subject matter (commonly seen in fabrics or the textures of certain materials) fail to exactly match up with the grid-based ordering of the semiconductor light sensors that capture them in the camera.
