Its because Samidare / Suzukaze is in the image and fullish set pool was made specifically for those two.

Because she's not even implemented in the game proper yet (as of time of posting), unlike Samidare and Suzukaze who are more often than not left out of the Shiratsuyu class 'gatherings' for whatever reasons despite being part of the initial set.
