This is a pleasant surprise. I wasn't actually expecting him to get with either of the girls. He reminded me too much of a normal protagonist ecchi lead; who usually find some convoluted way not to get with the girl that is clearly aching for them.

Actually, I'm gonna give a VERY unpopular opinion so brace yourself. I believe there is nothing wrong with a lead who doesn't immediately jump in bed with someone, humanizing them a bit. I would personally give them more shit for being so BORING but that's me

I mean, the neighbor knew that it was the straight-haired twin, maybe she was just telling him that she could be either of the twins if he wanted, "two for the price of one" if you want.
Looking back at the previous pages, it's possible that the neighbor is pinning for side-tail sister but that the later isn't interested in him (she didn't show any signs of being attracted to him) while the straight-haired sister does have a crush for the neighbor.

It seems to me that either he wants the older sister while the younger sister wants him or both twins have a crush on him but the younger sister is far more bold at getting what she wants; either way I see it it’s a love triangle.

It's set after. The older twin is still a bit sweaty from PE. The younger twin "finished first" and already changed back to her school uniform.
