I haven't even noticed that detail!
Although it's possible that like Loremaster, she paints them white to appear more ancient.

doubt it. Justice is too cool to care about her outward appearance to do such a thing.

I also forgot that she's blind, so she can't pain them herself.
As for how much tome passed, Varipper wrote in one of the artwork that a LOT of time passed between Helltaker and Examtaker, so probably that humanity in the surface either colonized the stars or wiped themselves out.
