Best burger place: most any place that makes gourmet burgers as opposed to fast-food burgers. If I had to go to a fast-food place, however, definitely Whataburger.
Whataburger vs. In-and-Out is also something of a proxy regional conflict, since they're generally seen as regional chains of Texas and California, respectively, and many Texans can't tell the difference between California and the Soviet Union.

How does it stack up against Five Guys? I'm over on the east coast, so Whataburger is out of my jurisdiction even when flying.
In-n-Out's burgers are great, but even with animal style, those fries are only barely tolerable. I personally prefer Umami Burger, but I'm not sure how far they've spread outside of California.

I tried out an in-and-out burger in San Diego and was not impressed. Whataburger, as I see it, is really good if you just want a big burger that tastes decent alongside a lot of okay fries and a big drink for $8. They do what they do well and don't have much in the way of weaknesses, unlike the other chains which I feel always have a glaring downside, such as Burger king's fries or Wendy's portions.
who those guys? besides Iowa, California, Smolorado and Iowa
Tags on Pixiv seem to say the two girls on the right next to Arizona are New Mexico and Texas. I can't find any tags related to other series, so I think they're original.

In-and-Out has moved into the Texas market. Their website shows 23 stores just in the Dallas/Ft. Worth area alone, 8 in Austin, 4 in San Antonio and 3 in Houston.

Yeah, I know. I live in Texas. I've eaten at In-And-Out here plenty of times. There's a lot of people who want to complain about them, but they do a booming business here.
Funny enough, this image actually made me aware of Good Times while I was on vacation in Colorado. Unfortunately, we stopped by before they started cooking burgers and we had to hit the road in a hurry. I hope to try burgers one day.
