Nope, Taiga, Louise, Iori, and Shana are all characters voiced by Rie.

Sometimes I don't understand how the "seiyuu" tag should work as a character tag when they're not present despite that person voice the girls above.

Afaik, it just seems to apply to particularly famous and popular VAs, as their voiced characters are more easily recognisable.
Of whom, Kugimiya Rie is especially famous and popular, with very recognisable characters.
