If I have learned something about shipgirls, is that not having an interesting war record can be compensated with giving her an design that it would make her ridiculously popular.
Also we still dont have yet the rest of shipgirls from the previous DD classes , not including the rest of Akizuki's sisters.
My best bet would be that Tanaka would release more foreign shipgirls than japanese ones so he can keep things interesting in terms of having shipgirls from differents navies. After all his fetish for ships doesnt know any boundaries.

Fair point. Gambier Bay sank after less than a year, and I don't know if Houshou or Kashima ever saw combat, but they're all pretty popular.

Even in 2020, the majority of new ship girls (8/14) were Japanese. I certainly wouldn't mind seeing an ORP or HNS, but there's no telling if that's going to happen.
