I don't know Chinese, but I think you're right. If you put, "醒爷 vtuber" into duckduckgo, it gives you the page, "https://zh.moegirl.org.cn/还有醒着的么" which looks like a vtuber wiki page to me.
It looks like https://twitter.com/xinye233 is her twitter account and it links the pixiv account you mentioned (tagged Xing, here), which links http://live.bilibili.com/318. I don't know if she's live now or if its a replay, but going to the live.bilibili link gives me an art stream. The zh.moegirl google translation also said something about being an artist, so my guess is the character is a bilibili vtuber who does art streams and posts on those pixiv and twitter accounts.

Various Chinese wikis (including the one Retardant II posted) list 醒爷/还有醒着的么 as the handle of an individual who is both an artist on Pixiv and a livestreamer on Bilibili. Accounts for both also exist under those names. The character here is the artist/livestreamer's avatar, which is usually referred to as 醒爷 (especially when drawn by other artists) instead of the other aliases.
Wiki also mentions that the artist/livestreamer used to be a contracted artist working on art for livestreamers, before switching over to becoming a livestreamer themself.
I think this suffices for a character tag, which I have taken the liberty to create.
