Kaga wasn't converted to an aircraft carrier for practical reasons but for political reasons. In fact, it's arguable that the aircraft carrier didn't supersede the battleship until 1941. In a way, the carrier burst to the forefront of naval power in a rather explosive fashion and Kaga was a direct part of that rise.
I also wonder if Little E feels a sort of kinship for that cicada since she's been "asleep" for nearly 80 years, doesn't know anything about the current situation of the world and is probably painfully aware that the US Navy won't need her services anymore. Especially if, as I strongly suspect, she doesn't remember anything after the early morning of December 7, 1941.
