I´m not sure: in the picture -Katori: "...this is the part, where we save you."- Katoris fundoshi doesn't look quite black, more like white under a black pantyhose. Maybe they changed after getting asylum.
Perhaps the vice-admiral always knew the Abyssals would betray him, and had contingencies planned should it ever happen. He never trusted the Abyssals and just wanted to exploit them out of convenience, much like how they exploited him.
