Not everything a single artist creates is of equal quality.
Of course the people who approve uploads are deciding it with some degree of personal opinion, do you think they're all robots? It's also your opinion that this image belongs on danbooru, nine of the people responsible for what gets approved were of the opinion it wasn't. You can try appealing it if it matters that much to you.
