Also is it just me or Ido's Yamato is just easily distracted?
Ido did once say that in his minds eye Yamato had a pure, child-like personality. This is paraphrased because I can’t remember what was said exactly. It was in the Zuiun arc where Yamato was lured in with promises of a Kai Ni.
Depends on the species of bear. Apparently an American black bear cub will be born weighing around 0.5 lb (220+ g) and weigh around 80 lbs (36+ kg) after a year. They will leave their mother's care after about 1.5 years. A Brown bear on the other hand apparently is born weighing around 1 lb (450+ g) and weigh around 135 lbs (61+ kg) at around 18 months (second summer of their life). They apparently stick with their mother for around 2.5 years. By the third year of a brown bear's life they will weigh over 200 lbs (90+ kg).
That just means that Kashima can legally kill him without any consequences. And the Admiral can't do a thing about it, since he's not human or shipgirl - just an animal kept illegally, imported without permits, in violation of animal trafficking laws and posing an environmental risk.
Time for Kashima to kill thy bear, call HQ, and have und admiral imprisoned plus the shipgirls executed and dismantled for parts now proof of a crime exists.

Please, you know full well the shipgirls will find some roundabout way to not only make Wojtek's residency completely legal, but beneficial to the overall structure of the base. They've gotten out of stickier messes in the past.

Those were Abyssal units they were dealing with, not their own side who they can't shoot.

I mean, he’s kinda also a bear. And Ido-verse shipgirls are only slightly stronger when compared to baseline humans without their rigging. (Except for when it’s otherwise humorous- see MP-Kashima smashing the door earlier)
Does anyone know what the international laws are regarding adopting orphaned animals from other countries? Cause that’s what they did with Wojtek. Just don’t mention Sazanami(I think?) was the one responsible for the orphaning.

Sure they can. As long as no one finds out. Alternatively, although unfortunate, friendly fire is an inevitable part of the chaos of combat.
Maybe what’ll happen is one of the Soviet girls runs out and is stopped by Kashima. Before she can get too excited, Tashkent, Gangut, and maybe even Bismarck will start commenting on how Kashima isn’t doing a very good job of being a secret police officer.

There's a reason the Black Library's Commissar Cain books often point out that being an asshole and being a commissar are not, combined, conducive to a long life expectancy. That reason being you're pissing off a lot of people, who you will be in combat with and who all have guns.

Guardsman: “He was shot by an ork sniper, honest.”
And if you consider the fact that they're under the command of the Admiral whilst in combat...Could you perhaps not follow me around?Ah, dammit!Extraterritoriality...
And yet, that only applies within the Foreign Ships' Dormitory, does it not...?
As of yet, Japan has not ratified any treaties that grant the shipgirls themselves any kind of diplomatic immunity.B-...DON'T, WOJTEK!BEARRRRRRRRRR...!!!If we can spot any misconduct committed by the foreign ships outside the dorm, then we should be able to hold the Admiral responsible for their actions...It's no use!
I told everyone not to step a single foot outside of the dorms today!A ball...?
