No, none of the official works make any mention of them swimming. The university having swimming classes wouldn't be proof of anything nor particularly relevant, and fanworks are always individual interpretation, one might say they could swim, and one might say they couldn't, and neither would necessarily be wrong, but neither would have any basis in canon.
They're two adults, in general, it would be natural to assume they could swim, especially if they're at a pool wearing bikinis.

That's basically the Touhou fandom in a nutshell. ZUN doesn't provide much detail in most circumstances, so fans and artists just fill in the blanks with whatever suits them. Hell, even official manga differ greatly on what some characters look like since ZUN only handles the writing and apparently doesn't fuss much if at all over the physical details.
