Well, since the father's side is the same, they would be siblings. And that alone.
I know that too well. I got too many relatives born that way.

Half-siblings essentially? But since Rin & Sakura are related as sisters, while both are related to Luvia as 2nd cousins, does that cause possible relationship confusions for half-sibling children as well if Shirou is the shared father?

Their relationship would be reseted as the father is an outsider and has no connection in family bloodline.
Well, their mothers are pretty much of the same genetic generation so it doesn't matter much too.

While this is a 2 year old conversation as half siblings they are about half a generation removed from each other in terms of genetics. So with Luvia while they would also be half siblings in genetic terms it would be similar to the distance between cousins due to the genetic difference of the mothers. This would only matter if you were planning on going royal and marrying in the family and is purely academic, but the nobility did work all this stuff out to determine what was "acceptable" if not genetically wise.

You are forgetting Emiya Shirou.
He's the father to children from both. So they are siblings, and their mothers being cousin doesn't matter.
And for genetics, they might be half, quarter, or any distance on the maternal side, but paternal, they share half and half from the same father.
