I have several wristwatches and it's not unusual for military and others who don't want the the watch damaged banging it against something. Also it's a quick way to check the time when holding a weapon. In other words,I think the artist knows this or just wants to show off the watch.

Might also be for conveniences as well. I know most of my activities, my arm is usually facing towards me via under. So instead of having to move your arm around, you can just take a quick glance at it especially if you’re doing things like holding something or whatnot.
It gets uncomfortable though, since wearing it like that tend to make it get pretty hot underneath the watch and leave a mark.

I notice Robert Mueller (FBI director) wears a $34 Casio DW-290 like that. Tried it and as long as it's not cinched too tight, should be ok.
