In the current (pre-heavy cruiser split) WoWs Soviet lines, there are 18 paper ships (or incomplete ships), compared to the Japanese 8 paper or incomplete ships. The British and French have around 9 paper ships each, and the Americans have only 6 paper ships.

I imagine once the other Italian lines come out, the Italians will have a number of paper ships, much like their top tier cruisers, but I won't be quite as many as the Soviets.

You can mod the flags however you like in WoWS.
