thats not counting ships that where in construction/had been planned/never completed like the Pr.68 cruisers (Chapayev's), the Pr.48 destroyers (Kiev), the Pr.23 battleships (Sovetsky Soyuz), the Pr.69 battlecruiser (Kronshtadt) and the Borodino/Izmail-class.

The handshake might probably introduce the pure paper ships in that regard which I highly doubt is going to be Khabarovsk since she didnt even keel. There's also Vladivostok's obscurity thats comparable to the destroyer's.

Man I wonder how Avrora will even interact with Varyag after hearing at how she got ganged up

There was also the Petropavlovsk, which was the sixth unfinished Hipper-class hull (Lutzow) which was sold (along with technical data) to the Soviet government in 1940.
