This was uploaded by a user with Unlimited Upload privileges. It's never "approved" in a way, it bypassed the queue.
It seems like a double standard for this upload to bypass the queue, but not be approved when the twitter version was initially uploaded. In case it wasn't clear, I think both should be approved (or bypass without issue
