I won't say much so, given that Azur Lane does collab with World of Warships so it is likely they already had ideas of Russian ships.

then again, what would a higher ranking officer from the US wears? might be because I don't know a lot of history, but I don't know some kind of attire that's unique to the US

Pretty much sure considering Azur Lane also includes "paper" ships, that role will be given to either Sovetsky Soyuz or Stalingrad.
If anything, the artist could've drawn Washington instead of Enterprise. Fits the theme of important battleships, was one of the US's more successful and notable BBs, and she's named after the state and first president to boot.

Buuuut the USS Enterprise is arguably the more glorious ship. And in Azur Lane she pretty much is the defacto postergirl of the Eagle Union, much like her counterparts in this picture are the same for their factions.
None of those carriers you depict had leader-like appeal.
Big E is famous. But then again she isnt showing any leader-like qualities, just a dedicated soldier who seen enough fighting.
I copied my comment from the parent: I've always thought of the Eagle Union as being a more loosely structured navy compared to the others. Being based on an American mindset, there is no directly enforceable hierarchy that you would see in most other older powers. Rather, based on events featuring them, Eagle Union leadership is based on battlefield merit, and it's hard to get more meritorious than the Big E. Gunboat diplomacy encourages a big stick, and an invincible CV is as big as a stick gets, so it makes sense that other Eagle ships would treat her as a leader, whether she likes it or not.
Really a ship Like the USS Missouri would be the first thought as a faction leader, it being the ship the war in the pacific ended on, but that ship doesn't exist yet in AL. Maybe Washington, as she had a meritorious service and was named after the first president, but that kind of flies in the face of the spirit of the ship's namesake.
That's really the Eagle Unions/America's whole deal right? No single leader holds absolute power. It's what separates them from the other major powers.
I doubt we will get more Russian Empire ships though... but ehhh.... is USSR considered an Empire?
It was a government ruling over multiple territories and peoples, both directly in the Union proper and indirectly through the Warsaw Pact, and it was formed and maintained by the use of military force to coerce people into obedience to that government.
It may have claimed to be anti-imperialist, but you know what they say; If it looks and walks like a duck...
I am surprised of all this discussion about Enterprise But not about why Rossiya is here instead of Soyuz. Or that Yat Sen is not here Anyway, I really do not think "Buff My Faction" is a quality that defines Faction Leader. It seems that the election of the Faction Leader is a combination between the importance of the ship in real life for that faction, and as it fits into the history of the game (that is why it is the leader, instead of Hood). So Enterprise is likely the leader, more since New Jersey came and nothing was said about she being the Faction Leader or about her sisters. On the other hand, this is also something related to Eagle Union itself. They do not have a structure where only one has "absolute power", different from the other factions that are empires, kingdoms, or even dictatorships. Anyway it's not something really important, since it will not change that Enterprise is the "face" of Azur Lane (both game and alliance). And that we *have* a Eagle Union fleet buff...
