I actually had much the same idea about Gotland where she really was there all along but I instead thought that she was pretending to be a normal human just to keep an eye on things for the Swedish. (Why would the Swedish be interested in Japanese affairs? Eh... I'm still figuring that out)

The Swedes were the first foreign state the Meiji Government made a treaty with, and Japan is Sweden's second largest Asian trading partner.
