    Personally, I doubt so. No French noble family would adopt an English name like "Scarlet", especially without even an "of". They can't be French.

    French, Dutch, or Belgian. Those are the three most common nations of origin I've seen people guess. Me personally, I think Belgian would work, since it lets them take elements from both French and Dutch conventions.
