Because this ain't damn ecchi. For something to count as 'ecchi' it needs something to excite sexual arousal, but not pass the line of showing bare skin/genitals/nipples/such. Showing panties? Ecchi. Upskirt shots? Ecchi. Dive into somebody's boobs? Ecchi. Incidentally taking somebody's whole garments off? Ecchi.
Showing bare shoulders? Nah. If that's the case, every man would be salivating when some girl wearing bare shoulder tops walking in front of them.
