Forsooth. All Cake did was give the human spirits idols as an answer to their prayers. Not her fault it ended up dominating them, especially since the human spirits were the ones putting faith into the idols instead of her.
If what we know about her ability is correct, she may very well be the Moriya's Shrine biggest problem.
That really shows how far all the plots of Touhou have been expanding. MoF was some small local gods shaking the whole Gensokyo; WBaWC is Gensokyo being casually dragged into the conflict of one of the Six Realms of Desire.
