It has to be a parody of some sort of ad (presumably Japanese), but you'd need someone who's actually been hit with ads like these to point out which one it was... (And from the Kirby dots and 60's era cartoon style, I have to presume it's an older one...)

Minor tangent, but those are Ben Day dots. Kirby dots, an alternate name for Kirby Krackle, are another thing entirely.

I get that it's a parody, but trying to draw manga in a retro western comics style does come out as grotesque and overshadows the point.
