It parodies go-toubun no hanayome, a popular recent series (right there in the tags). That and, with the right prize, two more ship-daughters appeared out of tin air.
Why wouldn't they be? They are here to compete for the Admiral's love!

Why would Gotland gave it to her? Did Yamakaze bribe her or the other way around? I don't know what reason would Gotland would do that. Gotland most likely kept it rather than give it to Yamakaze I think. I think that Yamakaze have it from her own way of having it.
