You’re not the only one. He looks weird yeah. Like in Captain America wher where thy CGI Steve’s head on to some little kid’s body.

You bet his design is made this way for a gag of when he's introduced in the anime, Ash and co will first see him crouched down behind something, talk to him mistaking he's a small child only to lose it when he stands up and completely towers over them all.
