Technically speaking yes, less clothes mean less mass, which leads to faster acceleration and better maneuverability, and most importantly lower air resistance. Assuming you have a body as optimized for speed as Shimakaze that is.

This is true in the main Senran Kagura games, as you have the option to go into Frantic Mode (go on a mission without clothes), trading defense for power and speed.
