CVs (in particular, CVNs, and SSNs as well) are for fighting in someone else's seas. The USSR didn't build CVs because the war they were building up for would be on their doorstep, and they would have access to land airbases. Furthermore, it's a lot harder to put a land airbase out of commission than it is to sink a carrier. In the Cold War, the Soviets were already having trouble finding ways to make their "bastion" security tight enough to actually guarantee their boomers wouldn't get sunk in the opening salvo of any war. (Even so, there were some helicopter carriers in the Cold War era, but they were more like a CAV than a CV, and there was one "true" CV just before the fall.)
